City Manager’s Weekly Update – Mark Ochenduszko

The following is provided as an update regarding programs, services, and issues within the City. (Please note: For those receiving electronic copies of the Weekly Update, the attachmentsreferred to below are available in the City Manager’s Office). CITY MANAGER’S OFFICE Appointments: This week, I appointed Tom Ritter as Assistant City Manager effective Monday, June 22 and John Traylor as Director of Fire Services effective Monday, June 1. Tom Ritter began his career in the City of Manhattan Beach in 1984 as an Administrative Intern, subsequently working for the cities of Long Beach, Solana Beach, and Carlsbad as his career progressed. He comes to Coronado after having served as Assistant City Manager in the City of Imperial Beach since 2003. John Traylor served as Coronado’s Director of Fire Services from 1997 – 2003. Since leaving Coronado, John consulted for the San Diego Local Agency Formation Commission regarding improving fire and emergency medical service consolidation in San Diego County. He has also served as Interim Chief Officer for the City of Solana Beach Fire Department. San Diego Housing Federation Awards Nomination: The Agency-owned affordable housing complex at 525 Orange Avenue was recently nominated by the San Diego Housing Federation as the Rehabilitation Project of the Year. The 16-unit apartment complex was substantially rehabilitated and restored to its original Art Déco façade in 2008. The awards dinner will be held on June 11 and staff will be attending, as will the developer, architect and project manager. ADMINISTRATIVE SERVICES Revised TransNet Projections: SANDAG has informed the City that it has revised its TransNet revenue projections again for FY 2009-10. The impact to Coronado is a projected decline of approximately $10,000 (2%) in TransNet sales tax (down to $486,000 from $496,000). At this time, staff will not adjust the number in the budget for FY 2010, but will resize the street, curb, gutter program and/or slurry seal project in the coming year taking into consideration what TransNet funds are available. There have been several revisions to the TransNet projections in the last year. It is likely that further revisions may be forthcoming. Budget Adoption Scheduled for June 16: Staff is preparing a resolution for adoption at the June 16 City Council meeting, which will provide the appropriation authority for the coming fiscal year. The appropriation resolution will reflect the changes to the funding for the community groups that were decided at the May 19 workshop. There were no other changes to the proposed budget/CIP. COMMUNITY DEVELOPMENT Building Division Activity: During the period May 21 though May 27, the Building Division issued a total of 10 permits and conducted a total of 54 inspections, including 12 final inspections. The total valuation on which building permits were based during this period is $52,917.50. Community Development Department Personnel: David Calvani has joined the staff of the Community Development Department in the position of Senior Building Inspector. David is an experienced building professional who has served in a similar capacity for other local jurisdictions. He was selected from a field of highly qualified candidates. Aaron Goodman of EsGil, who has been serving as interim Senior Building Inspector since January, will conclude his assignment with the City of Coronado on Friday, June 5. ENGINEERING & PROJECT DEVELOPMENT Animal Care Facility: The contractor poured concrete into the foundation footings for the building and site walls. Underground utilities will continue for several weeks with the building slab being poured following completion of the utilities installation. Site wall masonry will be delivered and wall construction will start this week. Marina Building and Promenade: The Marina manager, California Yacht Marina, moved into their new offices this week. Their temporary offices will be removed, along with the temporary overhead lines, over the next several days. The contractor’s trailer and storage bins will also be removed at that time. The entire site and parking lot will be open to the public next week. The art wall tiles are being delivered next week. Installation of the tile will begin as soon as a new contract with the tile installer is completed. Lifeguard Service Building: Staff received the close-out manuals and as-builts. The contractor’s marked up as-builts have been sent to the architect who will transfer them to the final drawings. Police HVAC Upgrade: The contractor reissued a proposal for the boiler replacement, which was accepted by staff. A change order will be processed to have this work done while the upgrade project is still underway. Community Center Tile Replacement Project: Tile etching was completed on Tuesday. Staff will evaluate the effectiveness of the etching and if acceptable, will cancel the tile replacement. Tennis Center: Staff issued their review comments to the architect. A meeting is scheduled with him to review those comments next week. Boat House Club Room: Staff met with Cal-Am Water and the civil engineer to discuss the installation of water service. Cal-Am agreed to cross Highway 75 to reach their water main in lieu of extending the main in Strand Way. This will save the City 600 feet of water main extension, which will save thousands in construction costs. Cays Storm Drain Rehabilitation Phase II: Storm drain lining is continuing, mainly in Port Royale Village. An approximately eight-foot section of the storm drain near the Tennis Center on Pomona Avenue collapsed last week while being cleaned in preparation for lining operations. The contractor assessed the pipe collapse and estimates that the pipe can be replaced in two or three working days. The collapsed section is under the sidewalk near the Tennis Center entrance. Approximately twelve feet of sidewalk will have to be removed and replaced. The pipe repair and sidewalk replacement will likely take place within the next two weeks. Traffic Operations Committee: The Traffic Operations Committee met on Thursday and made the following recommendations: • To not install curb markings in front of the mail drop box at the corner of Fourth Street and Palm Avenue; • To install a residential blue curb zone in front of 1104 Isabella Avenue; • To not change the existing layout of diagonal parking stalls at the intersection of Ynez Place and A Avenue; • To not install a left-curb restriction on Alameda Boulevard at Fifth Street; • To not install additional red curb on Fourth Street at A Avenue; • To prohibit parking on Strand Way between the Boat House 1887 Restaurant and Pomona Avenue; and to keep the existing stop sign on southbound Strand Way adjacent to the Boat House 1887 Restaurant. FIRE SERVICES Emergency Responses: Last week, Coronado Fire units responded to 36 incidents in Coronado: 28 emergency medical incidents, 1 traffic accident, 2 fires, 1 hazardous condition, 2 calls for public assistance, and 2 false alarms. There was a total of 39 incidents including mutual/automatic aid and North Island responses. LIBRARY SERVICES Youth Summer Reading Programs: Library staff members have planned the Summer Reading Programs for children and teens, respectively. The theme for the Children’s Summer Reading Program is “Be Creative,” while the theme for the Teen Summer Reading Program is “Express Yourself @ Your Library.” The Summer Reading Programs, which begin the week of June 15 and continue through mid August, will feature many special activities. Summer Festival: The Library’s 10th annual Summer Festival begins June 13. The late Edith Head, an eleven-time Oscar winner, will be celebrated in June with an exhibit of original costume design drawings; two performances by Susan Claassen playing the role of Edith Head on stage in the Winn Room; and the presentation of two movies made thirty years apart featuring costume designs by Edith Head, The Miracle of Morgan’s Creek and The Sting. Many other cultural programs will also be held throughout the summer. The Summer Festival is sponsored by the Hotel del Coronado and the Friends of the Library. POLICE SERVICES Crimestoppers Award: Officer Shawn O’Neil was honored by San Diego Crimestoppers, Inc. at a luncheon on Tuesday for his outstanding work in bringing to justice, a suspect wanted for a series of burglaries in the region. NASNI Ocean Boulevard Gate: Construction at the Ocean Boulevard gate to Naval Air Station, North Island is complete. The gate was reopened on Tuesday. Middle School Job Shadow Day: On Wednesday, 21 students from the Coronado Middle School toured the Police facility and gained insight into the law enforcement profession as part of their “Job Shadow Day” program. RECREATION Municipal Pool: The Municipal Pool has been closed this week, and will remain closed through Sunday, May 31, for annual maintenance and repairs. The pool will reopen on Monday, as scheduled.
