City Manager’s Weekly Update – May 11, 2018

  • Budget Workshop Highlights: The City Council held a workshop May 8 to discuss the Fiscal Year 2018-19 Budget and Financial Plan. The budget contains the proposed financial plan for the fiscal year beginning July 1, 2018. The Council gave direction to staff. Those changes will be reflected in an updated draft budget, which will be on the agenda for adoption on June 5. Here is a summary of the budget highlights:
  • General Fund Revenues of $56,421,000 will exceed 12-month General Fund Expenditures of $56.084,000 by $337,000 — budget is balanced without a draw on reserves
  • Significant growth in tax base (property assessment up 55% over 10 years)
  • $4 million reserve set aside for a future Capital Improvement Project to begin undergrounding overhead utilities within a decade
  • Financial plan emphasizes long-term sustainability — new Capital Expenditures Accounts $4,176,000 (less than $1 million in General Fund); transfer of $2.7 million to the Equipment & Facilities Replacement Fund for FY 18-19
  • Place an additional $2.15 million towards pension stabilization
  • $1 million for Community Grants
  • Counterfeit Money:  The Coronado Police Department asks the local business community to call and a file a report if they received counterfeit money over this past weekend. Producing or using counterfeit money is a form of fraud. The number is (619) 522-7350. Coronado Police received several reports of counterfeit $100 bills being passed at local businesses. Detectives are working with the Secret Service on these cases. Businesses are encouraged to check all $100 bills for authenticity prior to accepting them. If you have a fake bill, call us, and get a description of the suspect. In this crime series, the suspect has been purchasing inexpensive items, paying with the fraudulent bills, then receiving legitimate change back.   • Country Club Infiltration Project:  Staff continues to discharge groundwater to the North Beach outfall to prepare for construction on the Country Club Infiltration Project to rehabilitate the storm drain system in the area to eliminate infiltration from groundwater. The contractor continued to furnish submittals for the project, and is expected to mobilize equipment and start construction in mid- to late-May The groundwater that is entering the system must be diverted to the outfall as the volume of water would exceed the capacity in the sewer system and the storm drain system must remain dry for the repairs to be made. Signs are posted informing people of the project and reminding them that the water is tested regularly to ensure it complies with the discharge permit issued by the local water quality board.
