Victim was a subject of fraud VIA phone scam.
9/18/2016: Indecent Exposure near 700 block of Orange Avenue
Subject caught masturbating in public area.
9/18/2016: Grand Theft Property near 1000 block of 3rd Street
Locked bicycle was stolen.
9/12/2016: Annoy or Molest Child under 18 year old near 1500 block of Glorietta Boulevard
Unknown suspect approached 8 year old with attempt to lure child to his vehicle, the victim ran away immediately.
