Zoning: Is All of Coronado a Business District?

Dear Mayor Bailey and Membership of City Council:

The purpose of my letter is to ask that the City of Coronado clarify the City zoning within Coronado. I personally feel if you are not able to clearly acknowledge that all of Coronado has been changed to a business district, there will be long term adverse effect, for anyone who owns property in Coronado. More importantly, by changing the residential zones, in 2013 and 2016, you now face ill-fated consequences for any home owner and any prospective home buyer. I own two homes in Coronado, and I am truly uneasy that this alteration has now changed the overall property value of my homes. I am trying to be proactive, and for this reason, I am asking for clarity to my questions. My objective is to have you ensure me that the preservation of my family home, since the 1940s, and the home that I live in, are as sacred to you, as my homes are to me.

I also believe, if the zoning has changed, this information needs to be enforced by all sales agents, and guidelines need to be established identifying that they [sales agents] fully disclose this change in zoning to any and all prospective buyer(s) to Coronado. Simply stated, “any and all prospective buyer(s) are now purchasing a home in a business district and not a residential district within Coronado.”  If I am correct, I would anticipate all sales agents need to be instructed that they can no longer sell residential homes, and if they do not comply with this information, I would anticipate they are at risk of future litigation, since this change was without full disclosure. However, what about any home owner, like me, who purchased a home, after this change in 2013, but was not advised of this change in any disclosure to the purchase of my property. Does the City of Coronado have an obligation to notify all sales agents that they need to be forthright with this data? It is my opinion, that this new change in the zoning has clearly changed the landscape of Coronado, and needs to be widely shared to ensure all sales agents state the obvious, “there are no longer residential zones within the City of Coronado.”

This is my second letter to you, and to date, I have not received a reply that would provide any clarity to this question that I posed two months ago. I have read many opinions, in regard to the change in the City’s General Plan in 2013 and in 2016, which was only conceded due to the start-up of a business within what was considered a designated residential zone within Coronado. This past week, I read an opinion, both in the Coronado Times and the Eagle, that clearly outlined those changes, and until then, I did not know of this change. This change is clearly in contrast to what I thought was the accurate zoning within Coronado. I also am curious why the City zoning map has never been changed to reflect this huge change in our community zoning?

I am truly concerned that this topic of rezoning, which would allow a business to be located within a residential district, has polarized an already non-homogeneous community. The rhetoric and negative dialogue that has been infused within our community needs to stop, and as a resident and someone who casts a vote, I am asking for your professional grace, transparency and guidance to provide the direction that should be afforded to every resident of Coronado, not just those residents who you consider to be influential within Coronado.
