Your article concerning the pollution spill does not address the actual cause of the event.

Tijuana city mayors have used their power to increase the construction of mass population housing. There is no adequate sewer structure treating the current Mexican sewage originating in Tijuana.

What was once built has been exceeded for capacity.

The greedy real estate development has occurred inland, along with the coast of Tijuana/Rosarito, and along natural canyons and arroyos, which are used as dumping culverts for raw sewage into the ocean. Raw sewage pollution counts are hundreds of times higher south of the border.

This construction method is 16th century but is in use by Mexican real estate developers.
