City Manager’s Weekly Update – September 15, 2017

Closed Session Statement: After the City Council meeting on September 5, the following statement was released concerning an item on the Closed Session agenda: “Almost any changes to the IBWC-owned San Ysidro sewage treatment plant, as a result of a successful litigation or settlement, will require funding and approvals from a variety of federal and state agencies. Congress will also need to be involved to drive the federal agencies and to pass any needed legislation enabling changes. Given the above, the City Council directed the City Manager and City Attorney to bring the following for City Council consideration at an open session, in the near future:

  • Update Legislative Guidelines;
  • Prepare a Request for Proposals for professional consultants to effectuate funding approvals from Congress and a variety of federal and state agencies; and
  • Draft a participation agreement between Coronado and Imperial Beach to effect changes to the IBWC-owned San Ysidro sewage treatment plant.”

Concerning closed-session items, there are reasons the City Council may hold closed sessions or “executive sessions” outside of a public meeting, per the Brown Act. Some of these include discussing pending litigation; negotiating for the purchase, sale or exchange of property; threats to public safety; and employment and employee evaluations. Prior to a closed session, the City Council must state on the agenda the nature of the item and hold an open and public session in which it tells the public what it can about the upcoming item. The City Council may hold a public session following a closed-session item to let the public know if a decision may be announced.

Cays Sewer Main Cleaning: The City has hired a contractor to clean the interior of the sewer main that runs from the Coronado Cays to Glorietta Bay Park. This job will require the excavation of soil to expose the sewer pipe at 12 locations along the pipe alignment. The job also will require the removal of 10-foot sections of pipe to allow the contractor to access the interior of the sewer main with its cleaning equipment. After the cleaning, the pipe section will be replaced and backfilled. The work to expose the sewer main will occur during daylight hours while the actual cleaning operations will occur at night when sewer flow rates are lowest. Work zones are close to the Bayshore Bikeway. The contractor is required to keep the bikeway open. The schedule shows that digging along the southern end of the pipe alignment will begin the week of September 25. The project is anticipated to be completed by December 1.
