Residential Design Standards and Valet Parking Top Council Agenda

The City Council will take action on the following at its meeting on Tuesday, May 3:

Residential Standards Improvement Program-3 (RSIP-3). Receive recommendations from the RSIP-3 subcommittee on ways to encourage more neighborhood-friendly residential development and to create more street parking.

The recommendations include a number of prescriptions to reduce bulk, mass and height by making it more difficult to build a house to the maximum allowable FAR (floor area ratio), which is related to the lot size.

There was also an effort to give neighbors more space and privacy by mandating a “daylight” plane, an imaginary line that rises for 18 feet along the side property lines and angles upward at a 45 degrees. There are also new restrictions on roof decks that are 14 feet or larger and on overhangs.

It recommended requiring two garages (one enclosed, one open) for lots 4,000 or smaller and three (two enclosed, one open) for lots 5,600 or larger. The idea being that people would use the closed space for storage and the open space for their car, instead of parking it on the street or in the alley.

Valet Parking. Consider a three-month project offering valet parking at Orange Avenue and B Avenue. The service would be run by LAZ Parking and would use spaces in the Bank of American parking garage. The company provides valet service for a number of fine dining restaurants in San Diego County, including Jake’s Del Mar and Georges at the Cove.

The plan calls for offering 40 spaces between 11 am and 5:30 pm and an additional 15 spaces between 5:30 pm and 10 pm, and creating a 20 minute loading zone by removing 3 spaces from B Avenue.  David Spatafore, owner of Blue Bridge Hospitality, initiated the proposal and has secured $40,000 from the Coronado Tourism Improvement District (CTID) to pay for it. Spatafore sits on the CTID board and owns three eateries on that stretch of Orange — Leroys, MooTime and Stake. Other restaurateurs in the area have also indicated support for the study. If approved it would begin on May 27.

Golf Course Concessionaire. Authorize efforts to replace Ron Yarbrough, the concessionaire at the Municipal Golf Course who is retiring on January 31, 2017. Concessionaire responsibilities include, for daily golf operations, cart rental and advance tee time sales, golf instruction, tournament executions and merchandising. Finding a replacement for Yarbrough is expected to take several months.

Alcohol Consumption Ordinance. Allow adult beverages to be served at city-sponsored events, such as openings at the Community Center’s art gallery C-3, or ceremonial celebrations, such as the ground breaking for the senior activity center. The ordinance would be similar to the waivers the city gives for private events being held on city property — including Concerts in the Park, the beer garden at the flower show or Rotary’s Octoberfest.

Besides council actions, Mayor Casey Tanaka will issue Proclamations for Bike Month and Historical Preservation Month. Peace Officer’s Memorial Day is also celebrated in May. Mayor Tanaka will issue proclamations for all three.

He will also being announcing three bicycle events: Bike to School Day on May 4; Bike to Work Day on May 20 and the Mayor’s Fourth Annual Bike Ride on May 14.

To commemorate historical preservation he will present historical destination plaques to four property owners, whose houses were designated this year.

The meeting begins at 4pm at the council chambers, 1825 Strand Way.
