City Manager’s Weekly Update – January 27, 2017

Each week, the City Manager’s Office provides an update that includes information on programs, services and issues within the City, as well as news, project updates and follow-up information when necessary.

Artificial Turf in the Public Right of Way:  The City has sent letters to about 60 property owners, whose homes have unpermitted artificial turf installed in a public right of way. The letter informs them that an encroachment permit is required for such an installation and to explain the need to protect City trees. Since Coronado is in a drought-impacted area, the permit fee currently is waived. However, a permit is still required. An encroachment permit must be recorded to run with the property. The County of San Diego charges a recordation fee. The City wants to ensure that a  that a clearance of 24 inches is maintained around the base of trees in the public parkway or frontage strip and that low-pressure irrigation bubblers are in place to keep a level of air and moisture access for tree roots.   • Silver Strand Fencing Improvements The northern Silver Strand Fence Replacement Project is about to get underway. The project will remove the existing unsightly chain link fence along the beach side of state Route 75 from Coronado Cays Boulevard to the northern end of the Silver Strand State Park, where the RV park is located. The contractor has set up a temporary staging area in Lot 1 of the State Parks parking lot and delivered the materials for the project. On Monday, January 30, crews will begin installing the new round wood fence posts and hanging the new fencing panels at the northern end of the project and work their way south toward Coronado Cays Boulevard. The new fence will match the height of the existing fence but the openings will be six inches by six inches. The project is expected to be complete by mid-March. The City, San Diego County and State Parks, with assistance of Loews Coronado Bay Resort, funded the project to improve the appearance of the Silver Strand. Agreement has yet to be reached on how to improve the southern reach of the chain link fencing. It will remain in its current condition for now.Strand Fencing Current
  • Village Theatre Terrazzo:  Work to repair the terrazzo in front of the Village Theatre is tentatively scheduled to begin February 6. The work will take about 3 weeks and be split between street side and business side.  The work will begin on the street side and the contractor, along with City personnel, will work with the management of the theatre and the other adjacent businesses to accomplish the work with minimal interruption to their patrons. Once the work is finished street side, the work will begin on the other side. The contractor will clean the cracked areas, remove any loose material, fill with new material, grind flat, fill any granular areas or areas with air pockets, regrind, and polish to finish. The color and grain of the repair will show due to the color fading of the old material. Repairing this terrazzo was chosen over the replacement of the flatwork improvements to preserve the historical nature of this improvement. This will be a short-term repair that will likely repeat in time due to instability of the substrate.

  • Coronado Plaza Fumigation: The City received a permit application to occupy the public right of way at the 1300 block of Orange Avenue to provide fumigation service, with tenting, to the commercial center of Coronado Plaza. Pedestrian access and most metered parking is scheduled to be unavailable from Moday, January 30, to Saturday, February 4. Pedestrian access along Orange Avenue will be reduced but maintained during the fumigation.

  • Streets Division started to install the City’s new news racks this week along Orange Avenue and along First Street.
