There is NO reason to deny residents with dogs access to existing parks during certain hours of the day… Tidelands Park…is large enough to have off leash hours (6:00 am to 7:00 am) Monday through Friday and perhaps an area up near recreational center on weekends?
We have lived in other areas where existing parks SHARE city’s resources.
