Climate Action Plan Workshop

Coronado invites the community to the first of two public workshops it will hold related to the development of a Climate Action Plan. The first meeting is set for Wednesday, Sept. 4, from 6 to 8 pm in the Library’s Winn Room. The second meeting will be held following a City Council update in October and a community questionnaire in November. Once a date has been selected, the community will be informed. A Climate Action Plan will provide a road map for the City to reduce its greenhouse gas emissions and plan for a sustainable future. The planning process will include opportunities for public feedback. The first meeting will help the public understand the project’s purpose, process and schedule. The City wants to hear from the community.

SEEKING PUBLIC INPUT

The City of Coronado has initiated the process of developing a Climate Action Plan to reduce its greenhouse gas emissions and plan for a sustainable future with a public workshop set for Wednesday, September 4.

The Climate Action Plan will identify strategies and actions for reducing those greenhouse gas emissions generated by transportation and mobile sources, residential and non-residential energy consumption, water and wastewater treatment and its transport, and solid waste generation.

A Climate Action Plan will include a greenhouse gas inventory, forecast, reduction targets, and a menu of reduction measures to achieve targets, and an implementation and monitoring strategy for continuous assessment.

The workshop will be held at 6 pm in the Coronado Public Library’s Winn Room, 640 Orange Ave.

“Any action that we can take to reduce non-renewable energy, food waste, resource consumption and vehicle miles is a climate action,” said City Manager Blair King.“As a local government, we want to address state requirements and improve the City’s resiliency and our municipal operations to reduce greenhouse gas emissions.”

The City Council approved moving forward with the development of a Climate Action Plan in December 2017. In October 2018, the Council agreed to solicit for a consulting firm to help prepare Coronado’s Climate Action Plan. In March, the City began working with consultant ICF Jones & Stokes. The plan will highlight the City’s history of promoting conservation and practicing sustainability. It will be an aspirational document which will provide a menu of greenhouse gas reduction measures from which future city leaders may use as a roadmap to further decrease such emissions.

The plan will benchmark the City’s current status relative to statewide emission goals; provide a roadmap for achieving statewide greenhouse gas emissions reduction targets; create a plan that considers the City’s needs and objectives; and provide guidance and measurable trigger points for the City to respond and adapt to the impacts of climate change.

Major sources of emissions are transportation, building energy use, solid waste, deforestation, and water demand. Strategies to reduce emissions typically include efforts to advance energy efficiency, renewable energy, alternative forms of transportation such as biking, walking, transit and electric vehicles, water conservation, urban forestry, natural light and ventilation, and programs to “reduce, reuse, and recycle” consumer goods.

Strategies are unique for each community and offer economic, environmental, and public health-related co-benefits. A draft Climate Action Plan for Coronado is estimated to be completed by the first quarter of 2021.

The scope of work is anticipated to include the following tasks:

  • Task 1: Administration and Public Engagement (to occur throughout the process)
  • Task 2: Greenhouse Gas Emission Baseline and Forecast Calculation
  • Task 3: Development of greenhouse gas reduction targets;
  • Task 4: Preparation of a Quantitative Analysis of Greenhouse Gas Reduction Measures
  • Task 5: Draft Climate Action Plan
  • Task 5: Final Climate Action Plan
